The rules sound strict, but they exist for good reason. A single battery fire at cruising altitude could disable critical systems or compromise the aircraft's integrity. The confined space of a cabin means there is nowhere to escape and limited ways to fight the fire. Flight crews are trained to handle emergencies, but prevention is always safer than reaction.
